I doubt any vaccine is 100% effective if it is challenged with a live
virus. But a 90% effective vaccine puts enough road blocks the virus path that it stops breakouts. But yeah, until enough of the population gets the vaccine you'll have to take precautions. I think the most stringent requirements will be relaxed, like having to wear a mask in public, but in general we'll have to elevate the level of infection prevention practices compared to pre-COVID. Don't know what that means. More hand sanitizer at public places? Maybe commercial aircraft have to install some sort of UV disinfecting equipment on their air circulation systems?
